BOARD ACTION REQUESTED:
The Genesee County Community Action Resource Department (GCCARD) requests authorization from this committee to record a Notice of Award from the Department of Health and Human Services (HHS) Administration for Children and Families (ACF) approving the Head Start and Early Head Start Non-Federal Share Waiver in the amount of $1,593,511.00, with recommendation of approval by the full Genesee County Board of Commissioners at their next regularly scheduled meeting.
BACKGROUND:
Approval to submit a non-federal share waiver application to the ACF for grant award 05CH012299-02-02, which ran from July 01, 2024, to June 30, 2025, was approved by the Board of Commissioners via RES-2025-1396. A non-federal share match of $3,319,815.00 was originally required to meet funding requirements of this grant award.
DISCUSSION:
GCCARD is requesting that this non-federal share waiver application be placed on record as having been approved by the ACF. This Notice of Award has reduced the non-federal share match requirement for grant award 05CH012299-02-02 by 52%, allowing GCCARD Head Start to meet funding requirements, accounting for a deficit of donated items, space, or volunteer hours from lingering effects of the COVID-19 pandemic and persistent economic challenges in Genesee County.

IMPACT ON BUDGET:
The required non-federal share match has been reduced by 52% from $3,319,815.00 to $1,593,511.00.

Acceptance of this Notice of Award will promote anti-poverty programming in alignment with Genesee County’s priority of Long-Term Financial Stability, ensuring that Head Start and Early Head Start can continue to meet funding requirements and aid as many Genesee County children and families as possible.

LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Executive Director of the Genesee County Community Action Resource Department (“GCCARD”) to record a Notice of Award from the U.S. Department of Health and Human Services Administration for Children and Families for grant award 05CH012299-02-02, which ran from July 1, 2024, through June 30, 2025, approving the Head Start and Early Head Start Non-Federal Share Waiver to reduce the local match requirement by 52% from $3,319,815.00 to $1,593,511.00, is approved (a copy of the memorandum request, award notices, and other supporting documents being on file with the official records of the October 22, 2025 meeting of the Human Services Committee of this Board).
