BOARD ACTION REQUESTED:
Staff is requesting approval of the pass through agreement between the Genesee County Metropolitan Planning Commission (GCMPC) and the Genesee-Lapeer-Shiawassee Region V Planning and Development Commission (GLS Region V). Staff is also requesting approval for Commissioner Ellenburg to sign the agreement.
BACKGROUND:
The Michigan Department of Transportation (MDOT) provides funding for staff services for regional transportation planning activities in Genesee, Lapeer, and Shiawassee counties. The GLS Region V committee allocates the funding to GCMPC for staff services. MDOT requires a formal agreement between GLS Region V and GCMPC in order for GCMPC to be reimbursed for staff services.
DISCUSSION:
An agreement between GLS Region V and GCMPC in the amount of $103,145 is attached. This funding is represented in the FY 2024 GCMPC draft budget, and its costs will be included in various payroll accounts in fund 2324.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Director of Planning to authorize entering into a Pass Through Agreement between Genesee County, through the Genesee County Metropolitan Planning Commission (GCMPC), and the Genesee-Lapeer-Shiawassee Region V Planning and Development Commission (GLS Region V), whereby the GCMPC will provide pass-through funding to GLS Region V to pay for staff services for the MDOT Regional Transportation Work Program, for the term commencing October 1, 2023, through September 30, 2024, in the amount of $103,145.00, is approved (a copy of the memorandum request dated September 6, 2023, and supporting documentation being on file with the official records of the September 6, 2023 meeting of the Community and Economic Development Committee of the Board), and the Chairperson of this Board is authorized to execute the Pass Through Agreement on behalf of Genesee County.
