BOARD ACTION REQUESTED:
The Genesee County Community Action Resource Department (GCCARD) requests authorization from this committee to approve a purchase order (PO) for Oliver Packaging not to exceed $97,000.00 for Fiscal Year 2027 (FY27), with a recommendation of approval by the full Genesee County Board of Commissioners at their next regularly scheduled meeting.
BACKGROUND:
Meals provided by GCCARD’s Nutrition Services to Genesee County seniors and school-age children are delivered in single-use trays, both paper and plastic, through a rental agreement with Oliver Packaging. The machinery is provided free of charge and is proprietary to the company.
DISCUSSION:
This PO will run from October 01, 2026, to September 30, 2027, and is to be utilized by GCCARD’s Nutrition Services program to purchase food packaging supplies for Nutrition Services, Head Start and Early Head Start programs to provide healthy meals to Genesee County seniors and school-age children.
IMPACT ON HUMAN RESOURCES:
There will be no impact on Human Resources.
IMPACT ON BUDGET:
Funds assigned to this PO will be allocated to the following fund number: Fund 2731-697.14-765.000, fund 2731-697.15-765.000, fund 2733-697.15-765.000 and fund 2736-697.28-765.000. No General Fund dollars are being requested.
IMPACT ON FACILITIES:
There will be no impact on facilities.
IMPACT ON TECHNOLOGY:
There will be no impact on technology.

This memorandum conforms to Genesee County’s priority of Healthy, Livable & Safe Communities by ensuring access to supplies necessary to provide seniors and school-age children in Genesee County with healthy meals.

LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Director of the Genesee County Community Action Resource Department (GCCARD) to authorize an expenditure, in the form of a Purchase Order to Oliver Packaging, to purchase food packaging supplies for Fiscal Year 2027, in an amount not to exceed $97,000.00 to be paid from accounts 2731-697.14-765.000, 2731-697.15-765.000, 2733-697.15-765.000, and 2736-697.28-765.000, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the September 16, 2026 meeting of the Finance Committee of this Board).
