BOARD ACTION REQUESTED:
Approve an agreement with LOOMIS Armored US, LLC to provide secure cash deliveries to the Courthouse to replenish cash dispensing kiosks used for juror payments. The cost of this service agreement being $62,653.00.
BACKGROUND:
The jury management office of the Circuit Court is a high-volume operation with > 30,000 citizens of Genesee County summoned each year for jury duty. The lists from which jurors are selected are provided by the Michigan Secretary of State to include Genesee County residents who possess a Michigan driver’s license or non-driver identification. The jury management office utilizes proprietary software that is both useful for juror management and calculates the daily juror fees and mileage to be paid. Detailed audit logs are maintained. In 2021 the court began to utilize cash dispensing kiosks to pay jurors. This significantly reduced the production of juror checks, the delay in receipt of payment and the attendant problems when checks are not cashed or are lost. The singular cash dispensing kiosk was operational for two years. In 2022, 2 additional kiosks were added to perform the same function and reduce long lines of jurors at the point of check out and payment. Now that 3 kiosks are operational, the court worked with the Genesee County Purchasing Director and the Deputy Genesee County Treasurer to move to an updated plan for the replenishment of cash for kiosk dispensing and kiosk maintenance.
DISCUSSION:
LOOMIS Armored US, LLC will pick up cash from the bank, upon receipt of authorization from the Genesee County Treasurer and replenish the cash in the 3 kiosks. This should be required no more than once per month. Burroughs, Inc. will provide kiosk maintenance and is a required partner. Only LOOMIS Armored US, LLC and Burroughs, Inc. will have access to the kiosks, with a Kaba Mas lock on each kiosk for security control. The vendors have worked together before on a scope of work of similar nature.

None. The circuit court has attached a budget amendment to support this request through a re-allocation of costs. The cost to the County being $62,653.00 and will be paid from account number 1010-283.00-801.004.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Circuit Court Administrator to authorize entering into the secure cash delivery contract between Genesee County and Loomis Armored US, LLC, whereby Loomis Armored US, LLC will pick up cash from the bank, securely deliver and deposit it into the three (3) kiosks located in the jury management office of the Circuit Court commencing December 1, 2023 for a period of one year, with the option to extend the contract up to three (3) additional one (1) year terms at a cost to the County of $62,653.00 to be paid from account number 1010-283.00-801.004, is approved (a copy of the memorandum request and supporting documentation being on file with the official records of the November 29, 2023 meeting of the Governmental Operations Committee of this Board), and the Chairperson of this Board is authorized to execute the contract on behalf of Genesee County.
