BOARD ACTION REQUESTED:
GCMPC staff is requesting approval of a contract amendment to increase the existing contract with Commonwealth Heritage Group, LLC, dba Chronical Heritage, to support additional Section 106 consultation services. Staff is also requesting approval of the associated purchase orders for these funds. The original contract amount was $60,000. The proposed amendment would increase the contract by $28,000, for a total contract amount of $88,000. This increase is necessary to support the anticipated work for additional program years and related projects requiring Section 106 review (Account #2340-705.07-801.004).
BACKGROUND:
Resolution #2024-234, approved by the Board of Commissioners on March 13, 2024, authorized a consultant services contract with Chronical Heritage for Michigan State Historic Preservation Office (SHPO) Section 106 review services. SHPO Section 106 historic reviews are a required component of the environmental review process for community development projects funded by the United States Department of Housing and Urban Development (HUD). SHPO requires that Section 106 reviews be completed by qualified historians and archaeologists. Due to this, GCMPC contracted with Chronical Heritage, which meets these qualifications. The Board of Commissioners has approved the use of community development funding, including Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME), for various projects across participating municipalities that meet program requirements. Due to the scope of these projects, additional consultant services will be required, resulting in increased project costs associated with Section 106 compliance.
DISCUSSION:
Staff is requesting approval of a contract increase and associated purchase order to support qualified consultant services from Chronicle Heritage for SHPO Section 106 reviews required under HUD’s environmental review process.
IMPACT ON HUMAN RESOURCES:
No impact on Human Resources. This work will be completed by a qualified Section 106 Consultant.
IMPACT ON BUDGET:
No impact on general funds. This contract increase will be paid for using Community Development Block Grant (CDBG) funds.
IMPACT ON FACILITIES:
There will be no impact on Genesee County facilities as Chronicle Heritage completes on-site field work at specified locations and completes reports at their office.
IMPACT ON TECHNOLOGY:
There is no impact on technology by signing this extension as Genesee County technologies will not be utilized.
CONFORMITY TO COUNTY PRIORITIES:
GCMPC’s Community Development programs support Genesee County’s goal of community growth. These programs allow for funding to be allocated to organizations who assist low- to moderate- income residents, like senior centers. Projects using this funding will include new sidewalks, road resurfacing, ADA renovations, and other infrastructure and public facility improvement projects.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Director of Planning to authorize amending the State Historic Preservation Office (SHPO) Section 106 Review Services contract between Genesee County and Commonwealth Heritage Group, LLC, dba Chronical Heritage, said amendment being necessary to support additional consultation services at an increased cost not to exceed $28,000, for a total contract amount of $88,000; and approving the associated purchase orders for these funds, is approved (a copy of the memorandum request and supporting documentation being on file with the official records of the May 6, 2026 meeting of the Community and Economic Development Committee of this Board), the Chairperson of this Board is authorized to execute the amendment on behalf of Genesee County, and the Chief Financial Officer is directed to record the attached budget amendment.
