BOARD ACTION REQUESTED:
Genesee County Parks and Recreation staff requests approval to amend the Master Developer contract with Lurvey Construction, LLC, for the New State Park, to increase the total amount of funds available to complete the project.
BACKGROUND:
RES-2025-2396 awarded the Master Developer contract for the New State Park to Lurvey Construction, LLC. At the time of the award, Parks had secured $20,108,658.00 for the development of the New State Park and Lurvey Construction was approved to receive a fixed rate of 2% of the total project amount for their services.
DISCUSSION:
Approval is requested to amend the contract with Lurvey Construction, for the development of the New State Park, following the successful securing of additional funding to advance and complete planned park improvements, increasing the total amount by $11,306,858.69, for a new total of $31,415,516.69.
The 2% fixed rate of the total project amount approved for Lurvey Construction services increases to $615,990.52, to be paid from the said secured funds, not in addition to.

The project represents a significant long-term investment in public spaces, connectivity, quality of life, and economic development for residents of Flint and Genesee County.

BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Parks and Recreation Director to authorize approving an amendment to the contract between Genesee County and Lurvey Construction, LLC, previously awarded by RES-2025-2396, said amendment being necessary to increase the contract amount by $10,106,858.69, for a total contract amount of $30,215,516.69, for the development of the New State Park in Flint, with $15,247,504.00 being paid from account 2088-770.32-801.028; $1,200,000.00 being paid from account 2087-770.43-801.028; $5,000,000.00 being paid from account 2088-770.38-801.028; $1,000,000.00 being paid from account 2088-770.44-801.028; $300,000.00 being paid from account 2088-770.46-801.028; $3,000,000.00 being paid from account 2088-770.45-801.028; $296,000.00 being paid from account 2088-757.00-801.028; $296,000.00 being paid from account 2088-758.00-801.028; $4,188,012.69 being paid from account 2088-770.01-801.028; $296,000.00 being paid from account 2088-779.00-801.028; $296,000.00 being paid from account 2088-780.00-801.028; and $296,000.00 being paid from account 2088-781.00-801.028, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the September 30, 2026 workshop meeting of this Board), and the Chairperson is authorized to execute the amendment on behalf of Genesee County.
