BOARD ACTION REQUESTED:
The Genesee County Community Action Resource Department (GCCARD) requests authorization to obtain a purchase order (PO) for Uline in an amount not to exceed $31,500.00 for Fiscal Year 2027 (FY27).
BACKGROUND:
GCCARD’s USDA Supplemental Food Program provides USDA food through the Commodities Supplemental Food Program and The Emergency Food Assistance Program. GCCARD’s Nutrition programs provide healthy meals to seniors and children throughout Genesee County.
DISCUSSION:
Products provided by Uline such as packaging tape, shrink wrap, and t-shirt bags will be utilized by GCCARD’s USDA Supplemental Food Program ($30,000) in the provision of food to seniors and those needing emergency food in Genesee County. Nutrition Services ($1,500) will utilize this PO in the provision of carts, replacement wheels for carts, and totes. This PO will run from October 1, 2026, through September 30, 2027.
IMPACT ON HUMAN RESOURCES:
There will be no impact on Human Resources.
IMPACT ON BUDGET:
Funds for this PO are budgeted and will be available in USDA Supplemental Food ($30,000.00) fund numbers 2759-697.30-752.00 and 2757-697.30-752.000 and Nutrition ($1,500.00) fund numbers 2731-697.15-752.000, 2731-697.16-752.000 and 2733-697.15-752.000, not to exceed $31,500.00. No General Fund dollars are being requested.
IMPACT ON FACILITIES:
There will be no impact on Facilities.
IMPACT ON TECHNOLOGY:
There will be no impact on Technology.
CONFORMITY TO COUNTY PRIORITIES:
This memorandum conforms to Genesee County’s priority of Healthy, Livable and Safe Communities as the products supplied by Uline are used by GCCARD’s USDA Supplemental Food Program and Nutrition Services to serve eligible Genesee County residents with food and meals that create healthier residents.

LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Director of the Genesee County Community Action Resource Department (GCCARD) to authorize an expenditure, in the form of a Purchase Order to Uline, in an amount not to exceed $31,500.00 for purchasing materials necessary to distribute meals through GCCARD’s Nutrition Services and USDA Foods through GCCARD’s USDA Supplemental Food Program, with expenditures to be paid for USDA Foods from accounts 2759-697.30-752.000 and 2757-697.30-752.000 and for Nutrition Services from accounts 2731-697.15-752.000, 2731-697.16-752.000 and 2733-697.15-752.000, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the September 16, 2026 meeting of the Finance Committee of this Board).
