BOARD ACTION REQUESTED:
Approve the purchase of a Door Access and Video Monitoring solution from Sentinel Technologies.

BACKGROUND:
Genesee County has a goal of creating a single standard with enough power and flexibility and the least amount of added administrative overhead required. A committee was created, and an RFP was released. Verkada is as the preferred solution and Sentinel is their vendor.

The goal and advantages to this initiative are:
Improved Access Control:
Key card readers and electronic portals provide a secure and convenient way to control access to a facility. Access can be restricted to authorized personnel, reducing the risk of unauthorized entry.
Enhanced Security: Modern key card systems often use advanced encryption and technology, making it more difficult for unauthorized individuals to gain access. Electronic portals can provide additional physical barriers, preventing unauthorized individuals from entering restricted areas.
Audit Trails and Monitoring: Key card systems typically generate detailed logs of access events, providing an audit trail that can be useful for tracking who entered specific areas and when. Security camera systems complement this by providing visual records of activities, aiding in investigations and monitoring.
Increased Deterrence: The presence of visible security measures, such as key card readers and security cameras, can act as a deterrent to potential intruders or unauthorized personnel.
Remote Monitoring and Management: Many modern security systems allow for remote monitoring and management, enabling security personnel to monitor access and camera feeds from a centralized location. Remote management can also facilitate quick responses to security incidents.
Customizable Access Levels: Key card systems often allow for the customization of access levels, ensuring that individuals have access only to the areas relevant to their responsibilities.
Cost Savings in the Long Run: While there may be an initial investment, electronic security systems can result in long-term cost savings by reducing the need for physical keys, minimizing the risk of security breaches, and potentially lowering insurance costs.
Quick Response to Security Incidents: Security cameras provide the capability for real-time monitoring, enabling a quick response to security incidents, such as unauthorized access or suspicious activities.

DISCUSSION:
PROJECT OVERVIEW:  Genesee County will soon be consolidating employees from several County owned buildings to the newly acquired north tower building. The tower building will require many updates prior to employees taking residence, one important renovation will include the installment of key card reader/electronic portals (estimated quantity of 119) and security cameras (estimated quantity of 50). As part of the new key card reader/electronic portal installment at the Tower, Genesee County is looking to revamp or install additional key card reader/electronic portals and/or security cameras at several other Genesee County facilities. The goal of this project is for Genesee County to secure all County buildings with an adequate amount of key card reader/electronic portals and security cameras. Additionally, Genesee County would like to maintain a single system throughout the county (with a few exceptions).
The buildings covered are:
    324 Saginaw St., Tower Building
    630 Saginaw St., McCree Building
    900 Saginaw St, Circuit Court
    1002 Saginaw St., Sherrif’s Office and Jail
    4351 Pasadena Ave, Animal Control

IMPACT ON HUMAN RESOURCES:

IMPACT ON BUDGET:
ARPA funds will be used for the hardware and installation portion of this purchase. The total amount of the project is $1,707,869.07. The ARPA funded portion is $1,141,138.41 to be paid from the following accounts: 1010-640.02-899.040 Projects-IT $607,978.71 and 4700-640.02-899.000 Projects (Tower) $533,159.70. The ten-year annual service contracts will be paid from the following accounts: 1010-265.00-801.004 $309,760.08, 1010-267.00-801.004 $105,141.75, 1010-309.00-801.004 $91,634.47, and 2130-430.00-801.004 $60,194.36.

 

IMPACT ON FACILITIES:
Some coordination with Facilities and Operations as well as building occupants will be required for physical door and camera installation.

CONFORMITY TO COUNTY PRIORITIES:

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN

LADIES AND GENTLEMEN:

BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Chief Information Officer for a purchase order or orders to Sentinel Technologies, in the total amount of $1,707,869.07, for the purchase of video monitoring cameras and door access systems for Genesee County buildings, the corresponding installation of that hardware, and licenses for 10 years, said purchase order(s) for the hardware and installation in an amount not to exceed $1,141,138.41 to be paid using American Rescue Plan Act (“ARPA”) funds from the following accounts 1010-640.02-899.040 (Projects-IT $607,978.71) and 4700-640.02-899.000 (Projects (Tower) $533,159.70) and for the ten-year annual service contracts to be paid from the following accounts 1010-265.00-801.004 ($309,760.08), 1010-267.00-801.004 ($105,141.75), 1010-309.00-801.004 ($91,634.47), and 2130-430.00-801.004 ($60,194.36), is approved (a copy of the memorandum request and supporting documents being on file with the official records of the April 17, 2024 meeting of the Finance Committee of this Board), and the Chief Financial Officer is authorized to record the attached budget amendment.
