BOARD ACTION REQUESTED:
The Genesee County Community Action Resource Department (GCCARD) requests authorization from this committee to enter the Delegate Contract between Genesee County and the Beecher Board of Education in an amount Not to Exceed $745,514.00, with a recommendation of approval by the full Genesee County Board of Commissioners at their next regularly scheduled meeting.

BACKGROUND:
The Delegate Contract with the Beecher Board of Education is for the operation of an Early Head Start (EHS) program within the Beecher School District commencing July 1, 2026, through June 30, 2027. At least 60 infants, toddlers and pregnant moms are to be enrolled in classroom services with additional services such as health, social services, parent involvement, family engagement, nutrition and mental health to be provided.

DISCUSSION:
The Beecher Board of Education shall operate an EHS program approved per Genesee County and the Department of Health and Human Services Administration for Children and Families policies and procedures. Funds issued to the Delegate Agency for the operation of an EHS program shall not exceed $745,514.00 ($731,863 EHS Main Grant and $13,651 EHS Training and Technical Assistance), and the Delegate Agency “shall obtain in-kind contributions in the amount of $186,379.00”.

IMPACT ON HUMAN RESOURCES:
No impact on Genesee County Human Resources as staff are contracted.

IMPACT ON BUDGET:
Reimbursements for actual costs incurred to the Beecher Board of Education are to be paid from fund number 2802-698.10-801.004 ($731,863.00 for direct program costs) and 2802-698.12-801.004 ($13,651.00 for training and technical assistance), with No Genesee County General Fund obligation.

IMPACT ON FACILITIES:
This does not impact Genesee County facilities.

IMPACT ON TECHNOLOGY:
This does not impact Genesee County technology.

CONFORMITY TO COUNTY PRIORITIES:

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN

LADIES AND GENTLEMEN:

                     BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Director of the Genesee County Community Action Resource Department (GCCARD) to authorize entering into a Delegate Contract between Genesee County and the Beecher Board of Education for the operation of an Early Head Start program, for the term commencing July 1, 2026, through June 30, 2027, at a cost not to exceed $745,514.00 to be paid from accounts 2802-698.10-801.004 ($731,863) and 2802-698.12-081.004 ($13,651), is approved (a copy of the memorandum request and supporting documents being on file with the official records of the August 12, 2026 meeting of the Human Services Committee of this Board).
