BOARD ACTION REQUESTED:
Genesee County Parks and Recreation staff requests approval to award ITB #26-496 - Attica Hotel Exterior Restoration to Siwek Construction, for a total amount not to exceed $306,228.00.

BACKGROUND:
The Attica Hotel is one of the cornerstone historic structures at Crossroads Village, helping recreate the look and feel of a late 19th Century Michigan community. The building was originally constructed in the village of Attica and was relocated to Crossroads Village as part of the effort to preserve history and cultural heritage.

ITB #26-496 - Attica Hotel Exterior Restoration was advertised by the Genesee County Purchasing Department. Two bids were received. Bids were reviewed by the Director and Parks Operations Consultant. Siwek Construction was the low bidder.

DISCUSSION:
Siwek Construction will provide the following as needed for the exterior restoration of the Attica Hotel in Crossroads Village: replacement of deteriorated sheathing, framing repair, full siding replacement, window replacement, window trim replacement, mutin upgrade, fascia replacement, decorative trim replacement, faux pillar rebuild, weatherproof membrane, advanced flashing, drainage plan enhancement, surface prep, coating upgrade, hidden structural repair.

NO USE OF GENERAL FUND.
Expense to be paid from account 2080-770.03-975.001

The restoration of Attica Hotel exterior at Crossroads Village supports the County’s priorities by preserving a significant historic asset, enhancing the visitor experience, and strengthening one of the county’s premier destinations. The project protects an important public resource while supporting heritage tourism, community pride, and economic vitality. TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN

LADIES AND GENTLEMEN:

                     WHEREAS, the Parks Department has requested the Purchasing Department to solicit a bid/proposal for Attica Hotel Exterior Restoration, in which two bids were received and evaluated.

                     NOW, THEREFORE, BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Parks and Recreation Director to authorize entering into a contract between Genesee County and Siwek Construction, the lowest responsive bidder, in an amount not to exceed $306,228.00, for the exterior restoration of the Attica Hotel in Crossroads Village, to be paid from account 2080-770.03-975.001, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the August 12, 2026 meeting of the Public Works Committee of this Board), the Chairperson of this Board is authorized to execute the contract on behalf of Genesee County, and the Chief Financial Officer is directed, as necessary, to amend the budget lines associated with the project.
