BOARD ACTION REQUESTED:
Approval to create, post and fill up to five (5) Youth Decoy positions
BACKGROUND:
The Youth Decoys are used to conduct compliance checks for Synar and non-Synar enforcement, conduct tobacco vendor education and develop joint initiatives and/or collaborations to promote change in community norms to impact youth tobacco sales trends in Genesee County.
DISCUSSION:
The Youth Decoys request and attempt to purchase tobacco products, vapor products and/or alternative nicotine products, either over the counter or through vending machines at randomly selected outlets. The Youth Decoys work a maximum of 30 hours per week (400 hours maximum per year) between the periods of April 1 and October 1; are 16 years of age through 20 years of age. This is a non-union, seasonal, no benefit position.
IMPACT ON HUMAN RESOURCES:
Any necessary actions to post and re-fill new positions.
IMPACT ON BUDGET:
These positions would be paid out of 2211-603.01-702.000 and related fringe accounts, no additional County appropriations are required.
IMPACT ON FACILITIES:
There is no impact on facilities.
IMPACT ON TECHNOLOGY:
There is no impact on technology.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Health Officer to authorize creating, posting, and filling up to five (5) Youth Decoy positions, to be funded from account 2211-603.01-702.000 and related fringe accounts, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the February 19, 2025 meeting of the Finance Committee of this Board), and the Chief Financial Officer is directed to record the attached budget amendment.
BE IT FURTHER RESOLVED, that this Board waives any hiring freeze and directs the Director of Human Resources to have the necessary personnel position numbers created, as necessary, for said positions and to commence the hiring process so that the positions may be filled as soon as practicable, in accordance with the County policy and applicable collective bargaining agreement.
