RE: Approval to create and fill by appointment a Chief Deputy Treasurer position within the County Treasurer’s office
recommendation
BOARD ACTION REQUESTED:
The requested action is for the Board to approve to create and fill the Chief Deputy Treasurer position.
BACKGROUND:
The County Treasurer under MCL48.37 has the authority to appoint a deputy treasurer to serve in the absence of the treasurer. The creation of this position is part of a re-organization within the department to ensure duties within the office will be completed if there are changes to appointed positions.
DISCUSSION:
Many of the duties handled by the current deputy treasurer position are ones that require knowledge of settling delinquent taxes with the local units as well as knowledge of PA 123 of 1999 as it pertains to the forfeiture and subsequent foreclosure of property for non-payment of taxes. Approval to create this position, along with the proposed reorganization, will allow the office to have individuals, with the required knowledge, to be in place, that currently would be lost with an appointment of deputy treasurer were to occur.
IMPACT ON HUMAN RESOURCES:
Human Resources would be required to create the position and handle any necessary paperwork after the appointment by the Treasurer.
IMPACT ON BUDGET:
This request would be an increase to the general fund in the amount of $74,195 for FY23/24. The Treasurer would fund this additional $74,195 from the DTR fund by authorizing a transfer to the general fund for FY23/24.
IMPACT ON FACILITIES:
There is no impact on facilities as the Treasurer’s office currently has space for this position.
IMPACT ON TECHNOLOGY:
The impact on technology would be setting up a new user with computer access and phone service. We currently have a space with a computer that can be utilized by the new position.
CONFORMITY TO COUNTY PRIORITIES:
By approving the creation of this position and the reorganization of a few positions within the Treasurer’s office, it will help with the long-term financial stability of the County by ensuring a member of the Treasurer’s office staff is trained and equipped to work with local units as the Treasurer and Chief Deputy Treasurer positions change with elections and potential appointments.
