BOARD ACTION REQUESTED:
Ratify the Healthcare Coalitions selection of the HealthJoy MSK, NVA (Vision) and Delta Dental buy-up options for employees.
BACKGROUND:
The Healthcare Coalition is comprised of all Genesee County unions. The Coalition members negotiate healthcare options on behalf of their members. The Coalition has selected HealthJoy MSK to support musculoskeletal issues and selected two healthcare buy-ups for NVA (Vision) and Delta Dental.
DISCUSSION:
The Healthcare Coalition has ratified to offer a dental and vision buy-up plan and to include MSK services through HealthJoy. MSK is Bone, Joint, and Muscle Diseases and it affects a large population of the insured group for Genesee County. Offering an alternative program through HealthJoy will offer another means for those affected individuals to seek treatment. Both vision and dental buy-up programs offer greater coverage for the employees that choose to enroll in the plan.
IMPACT ON HUMAN RESOURCES:
HR/LR will be responsible for the implementation and administration of both HealthJoy MSK and the buy-up options.
IMPACT ON BUDGET:
HealthJoy MSK is meant to direct employees that are dealing with certain issues to alternative, cost saving options. The Coalition has ratified this option in attempt to help mitigate the overall cost for plan members. HealthJoy MSK is a cost neutral solution because of the ROI guarantee. NVA and Delta Dental come at no financial cost to the employer and were selected by the Healthcare Coalition to offer greater benefits.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
WHEREAS, the Healthcare Coalition membership is comprised of county employees from all Genesee County unions, and they negotiate healthcare options on behalf of their union members; and
WHEREAS, the Healthcare Coalition has selected HealthJoy MSK to provide support for musculoskeletal issues and has selected two healthcare buy-ups for NVA (vision) and Delta Dental to be offered to employees for purchase at employee expense; and
WHEREAS, the Healthcare Coalition requests this Board to ratify these selections to be offered to employees.
NOW, THEREFORE, BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Healthcare Coalition to authorize entering into a contract with HealthJoy MSK, whereby HealthJoy MSK will provide bone, joint, and muscle disease services for employees for the period commencing June 1, 2025, through May 31, 2026, and to authorize entering into separate contracts with NVA and Delta Dental, whereby NVA and Delta Dental will provide buy-up coverage options for employees for the period commencing June 1, 2025, through May 31, 2026, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the February 19, 2025 meeting of the Governmental Operations Committee of this Board), and the Chairperson of this Board is authorized to execute the contracts on behalf of Genesee County.
