BOARD ACTION REQUESTED:
Approval of an agreement between Genesee County and Michigan State University, in an amount not to exceed $95,000.00, to assess Genesee County's Senior Services Millage distribution and community needs.
BACKGROUND:
Last year, this Board approved the creation of a task force to review current allocations and needs in the community around the Senior Services Millage. That group provided recommendations in June, including funding for the MSU study.
DISCUSSION:
The Senior Services Task Force recommended four High Priority areas for consideration by the Board of County Commissioners. The first recommendation was to provide funding to conduct the Michigan State University Senior Assessment Research Study to consider the needs of both able bodied and homebound seniors in Genesee County and how millage funding would be best spent to meet those needs.

Funding for this agreement will be paid from the fund balance within the Senior Services Millage. #2231-691.00-801.004

CONFORMITY TO COUNTY PRIORITIES:
The Board of County Commissioners has adopted four focus areas. One of those focus areas is Healthy, Livable & Safe Communities. This study will provide the Board with a deeper understanding of the unmet needs of our seniors in the community. This will help drive funding decisions moving forward.

LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Senior Services Director to authorize entering into an agreement between Genesee County and Michigan State University (“MSU”), whereby MSU will provide a review of current services and needs within the Genesee County community related to the Senior Services Millage, at a total cost not to exceed $95,000.00 to be paid from account 2231-691.00-801.004, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the July 15, 2026 meeting of the Human Services Committee of this Board), and the Chairperson of this Board is authorized to execute the contract on behalf of Genesee County after final approval from Corporation Counsel.
