Annual evaluations of Genesee County Director of Administration and Genesee County Corporation Counsel*

 

*Pursuant to the annual direct report evaluation policy adopted by the Genesee County Board of Commissioners on 10.15.25

 

PROPOSED PROCESS

 

Consistent with the Board of Commissioners’ policy of annually evaluating each of its direct reports (adopted on 10.15.25), the Governmental Operations Committee proposes that each Commissioner individually complete and return to the Chair and Vice Chair of the Governmental Operations Committee evaluation instruments for the positions of Genesee County Director of Administration and Genesee County Corporation Counsel. Each of these evaluation instruments - one specific to each position - will be proposed separately for adoption by the full Board of Commissioners.

 

Each Commissioner will have thirty calendar days to complete his or her evaluation instruments (see proposed timeline below). Upon the completion and return of each completed evaluation instrument to the Chair and Vice Chair of the Governmental Operations Committee, the evaluation results for each position will be aggregated and shared with each of the nine Commissioners. Evaluations submitted after the thirty-day deadline will not be included in the aggregate document(s).

 

In compliance with the Open Meetings Acts and any other relevant statutes or County policies, the full Board of Commissioners will meet in December 2025 to review and discuss the aggregate results of each evaluation. 

 

PROPOSED TIMELINE

 

10.22.25: Governmental Operations Committee to review and vote on evaluation process/timeline and evaluation instruments

 

10.29.25: Full Board of Commissioners to review and vote on evaluation process/timeline and evaluation instruments

 

10.30.25: The adopted process/timeline and instruments will be sent by the Governmental Operations Committee Chair to the Board of Commissioners with a 30-calendar-day deadline for completion and return to the Chair and Vice Chair of Governmental Operations

 

10.30.25 - 11.30.25: Individual Commissioners will complete their evaluations and submit them to the Chair and Vice Chair of the Governmental Operations Committee

 

12.03.25: The Chair and Vice Chair of the Governmental Operations Committee will compile all completed evaluations for each position (Director of Administration and Corporation Counsel) into two aggregated documents (one for the Director of Administration and one for the Corporation Counsel) and share these with all nine Commissioners

 

12.03.25: The Board of Commissioners will schedule time during a regular meeting, or schedule a special meeting (or meetings), to review evaluation results for both positions, consistent with the Open Meetings Act and any other relevant statutes or County policies

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN

LADIES AND GENTLEMEN:

                     WHEREAS, this Board of County Commissioners of Genesee County, Michigan (“Board”), has adopted an Annual Evaluation of Direct Reports Policy (“Evaluation Policy”); and

WHEREAS, this Board wishes to implement said Evaluation Policy for its direct report positions of Corporation Counsel and Director of Administration. 

NOW, THEREFORE, BE IT RESOLVED, that this Board authorizes adopting the process and timeline for said 2025 annual evaluations as proposed and recommended by the Governmental Operations Committee at its October 22, 2025 meeting.

BE IT FURTHER RESOLVED, that the Governmental Operations Committee Chairperson is directed to distribute the Evaluation Instruments for the positions of Corporation Counsel and Director of Administration to each member of this Board by October 30, 2025.

BE IT FURTHER RESOLVED, that each member of this Board is directed to complete the Evaluation Instruments for said positions and submit them to the Governmental Operations Committee Chairperson and Vice Chairperson by November 30, 2025.

BE IT FURTHER RESOLVED, that the Governmental Operations Committee Chairperson and Vice Chairperson are directed to compile the information from all completed Evaluation Instruments into two aggregated documents and distribute these documents to each member of this Board by December 3, 2025.

BE IT FURTHER RESOLVED, that either this Board, or the Governmental Operations Committee with input from all members of this Board at the Committee’s December 3, 2025 meeting, shall schedule a time during a regular meeting of this Board, or a special meeting of this Board, to review the evaluation results for both positions consistent with the Open Meetings Act and any other relevant statutes or County policies.
