RE: Rideshare Contract between the Genesee County Metropolitan Planning Commission (GCMPC) and the Michigan Department of Transportation (MDOT)

recommendation
BOARD ACTION REQUESTED:
The Genesee County Metropolitan Planning Commission is recommending the Board of Commissioners approve the Fiscal Year 2024 Rideshare Contract.
BACKGROUND:
Every year, the Genesee County Metropolitan Planning Commission (GCMPC) receives federal funding to administer a Rideshare Program in Genesee and Lapeer Counties. A contract between GCMPC and the Michigan Department of Transportation (MDOT) for $50,000 in federal funds is attached. The language in the FY 2024 contract is identical to the previous FY 2023 contract. Rideshare revenue funding is included in the FY 2024 GCMPC budget under account number 2324-734.01-525.000. Rideshare will be expensed through various accounts including payroll. Most of this cost is personnel related and included in the various payroll accounts in Fund 2324. Staff time to expand awareness of the Rideshare program will be funded with this revenue and a request to establish a purchase order will be submitted when the projects are approved.
DISCUSSION:
At this time, the Genesee County Metropolitan Planning Commission is requesting that the Genesee County Board of Commissioners approve the attached contract and give approval for Chairperson Ellen Ellenburg to sign the contract. This approval will allow for work on this program to commence October 1, 2023.
IMPACT ON HUMAN RESOURCES:
This is an existing program that will be continued into FY 2024.
IMPACT ON BUDGET:
The contract is for $50,000 in federal funding to implement the Rideshare program.
IMPACT ON FACILITIES:
No impact on facilities.
