RE: Parks Request to Establish Seasonal Positions - For-Mar Day Camp

recommendation
BOARD ACTION REQUESTED:
Genesee County Parks and Recreation staff requests the approval to establish three seasonal pooled positions, with attached Seasonal Positions and wage rates taking effect January 1, 2024.
BACKGROUND:
To receive a license from the Michigan Department of Licensing and Regulatory Affairs Bureau of Community and Health Systems to establish a Parks Day Camp, the state requires the following positions be approved and established prior to license approval.

In compliance with licensing regulations, specific positions must be created to support the operation of the Day Camp - Day Camp Director, Day Camp Counselor, and Junior Day Camp Counselor. All three job descriptions must meet the requirements and recommendations of the state.

The Day Camp Director position oversees the program and plans, ensure compliance of policies, rules, and guidelines, provides training, and coordinates camp staff.

The Day Camp Counselor position participates in all camp functions, teaches specialty areas, monitors all campers.

The Junior Day Camp Counselor position aides the Day Camp Counselor, participates in all camp functions, and ensures compliance and safety.

DISCUSSION:
The focus of the Day Camp is to connect community youth to parks and nature-based education. The Parks Day Camp is expected to serve up to 300 students during summer 2024, July 8 - August 16. Evaluation of the first year may provide opportunity for expansion of services and reach. A portion of the program will be reserved at no cost for qualifying residents.

Once these positions are approved and established, upon receiving the Day Camp license, Parks will establish and submit a budget for the program.
