BOARD ACTION REQUESTED:
GCMPC staff is requesting approval to enter into Cooperation Agreements with all participating Genesee County municipalities. These Agreements are for fiscal years 2027 through 2029 with the option to automatically renew them after the next three-year cycle. Staff is requesting the agreements to be signed by the Board of Commissioners Chairperson, Dale K. Weighill.
BACKGROUND:
The Cooperation Agreement is a requirement of the U.S. Department of Housing and Urban Development (HUD), our sponsoring agency. The agreement acts as a mechanism that establishes requirements and general procedures that Genesee County and local units of government must adhere to in order to qualify for Community Development Block Grant (CDBG) Entitlement status for the FYs 2027 through 2029. CDBG Entitlement status automatically includes participation in the Home Investment Partnerships Program (HOME) program and the Emergency Solutions Grant (ESG) program. Local units of government are notified of this process every three years and are given the opportunity to opt in or opt out of Genesee County's Community Development programs.
DISCUSSION:
Staff notified all eligible Genesee County local units of government of the requalification process in May of 2026. Of the 32 eligible local units, 29 have requested to continue to be a part of the Genesee County Community Development programming and two municipalities, the City of Clio and the Village of Otter Lake, that were previously not participating wished to opt in.
