RE: US-23 Corridor Traffic Study Contract Approval
recommendation
BOARD ACTION REQUESTED:
Staff is requesting approval to enter into a contract with ROWE Professional Services Company in the amount of $336,639.56 (Acct. #2324-734.01-804.000) and for the attached contract to be signed by Genesee County Board of Commissioners Chairperson Ellen Ellenburg.
BACKGROUND:
The US-23 freeway system serves an important role for both the movement of people and freight to and from the greater Flint urbanized area. Currently the corridor experiences intermittent congestion that can cause delays for northbound and southbound US-23. Observed operations at key interchanges include deficiencies at freeway ramps along with capacity and unsafe vehicular movements on adjacent roads. With the investment in new regional infrastructure (water and sewer) as well as new development (underway and proposed), communities are eager to identify transportation solutions and apply for funding. Genesee County Metropolitan Planning Commission will be utilizing $275,539.48 in grant funds awarded by the Federal Highway Administration (FHWA) with a local match of $61,100.08 for a total contract amount of $336,639.56.
DISCUSSION:
Funds will be used to hire a consultant and prepare a Study that will provide solutions to improve operational efficiency, reliability, and safety for all users of US-23 and assist with community transportation needs adjacent to the freeway. The consultant in coordination with the study steering committee will select three of the preferred infrastructure alternatives to develop federal grant applications for implementation.
