RE: Renewal of Contract for Process Service for Child Abuse & Neglect Cases

recommendation
BOARD ACTION REQUESTED:
Authorization to Extend Contract with Great Lakes Civil Services in Family Court involving cases of child abuse and neglect.
BACKGROUND:
The Genesee County Prosecutor's Office receives federal Title IV-E funding from the State of Michigan to represent the Department of Health and Human Services (MDHHS) in Family Court on child abuse and neglect cases. Abuse and neglect matters are civil, and it is the responsibility of the Prosecutor's Office's in its representation of MDHHS as Plaintiff to provide service on the parties. In 2020, the County Board authorized a three-year contract with Great Lakes Civil Services that expired on September 30, 2023. The unit rate per successful service under the recently expired contract was a flat $30. Due to increased costs over the past three years, we have negotiated an increase in the unit rate to $37 which will be billed back to our client, MDHHS, resulting in a "NO COST" 100% total reimbursement for Genesee County. We are requesting a new three-year contract for the period retroactive to October 1, 2023, through September 30, 2026 at the new unit rate of $37 per successful service with the option of two one-year extensions for fiscal years 2025 and 2026.
DISCUSSION:
A copy of the proposed contract is attached along with a letter from MDHHS indicating the 100% reimbursement of costs for service of process.
