title
RE: Approval of a request to create, post and fill one (1) full-time Specialty Courts Services Director

recommendation
BOARD ACTION REQUESTED:
Create the position of one (1) full-time with benefits Specialty Courts Services Director.
BACKGROUND:
The Probate and Circuit Courts operate 4 specialty courts, largely funded by state and federal grants. At the present time, the support staff for the specialty courts are managed separately and programs are operationally unique. A model for a central intake office with one director will maximize grant funds for participant needs.
DISCUSSION:
The supervisor of the circuit court specialty courts office will retire, effective December 1, 2023. This circumstance permitted a review of other specialty court operations around the state. The more progressive model is unified management with each of the specialty courts having staff work under one manager.
IMPACT ON HUMAN RESOURCES:
One supervisor position will be eliminated, and one director position will be created. Human Resources will also need to be involved in posting and filling the position. Human Resources was consulted and provided the job description of the Specialty Courts Services Director.
IMPACT ON BUDGET:
The position will be 100% grant funded. 70% will be funded from account 2924-285.00 (Adult Felony Grant) and 30% will be funded from account 2922-283.00 (Family Dependency Grant). A matching of funds is not being requested nor required.
IMPACT ON FACILITIES:
none
IMPACT ON TECHNOLOGY:
none
CONFORMITY TO COUNTY PRIORITIES:
Promotes healthy, livable and safe communities by expanding treatment options and long-term financial stability by the responsible use of grant funding.
