RE: Approval of a budget amendment to language of RES-2024-318

BOARD ACTION REQUESTED:
Approval of a request to change the language in RES-2024-318 to better meet the fiscal needs of the department.
BACKGROUND:
On April 4, 2025, Genesee County Board of Commissioners approved RES-2024-318, allowing the Deputy Director position to become a full-time, benefited position, to be paid 20% from Community Corrections funding and 80% from Opioid Settlement.
DISCUSSION:
Genesee County Community Engagement and Justice Services lapsed approximately $8,700 under the administration section in fiscal year 2025, ending September 30, 2025 (September 2025 Expenditure Attached).

Granting permission of the total cost of the Deputy Director position ($104,426.00) to be moved among the approved salary and related fringe account numbers within the following funds and departments, 2300-322.00, 2300-323.00, and 2960-255.04, listed, with the understanding not to exceed 80% opioid settlement funds.

Such language change will offer the Fiscal Services Department the opportunity to fully expense the Community Corrections grant budget first during a fiscal year. Example, if funds are remaining during a fiscal year, maybe the Deputy Director cost to the approved accounts will be 75% opioid settlement and 25% Community Corrections.

Expensing the grant award in full, from the State Office of Community Corrections, allows our department the opportunity to request increases during our annual grant application submission to truly accommodate the needs of our department.

There is no impact to the general fund. This position is fully funded through grants and opioid settlement funds.
