BOARD ACTION REQUESTED:
The Genesee County Metropolitan Planning Commission (GCMPC) is recommending the Board of Commissioners accept the Genesee County Trails Grant and the attached budget adjustment.
BACKGROUND:
The Genesee County Metropolitan Alliance approved a strategic trails plan for Flint and Genesee County in March 2026. The Genesee County Strategic Trails Plan provides a clear framework to expand trail connectivity, strengthen partnerships, provide accessible travel, and accelerate the delivery of trail projects countywide.

The Legacy Trail network represents a total $80 million investment that connects residents to core community services including parks, schools, grocery stores, and libraries.
DISCUSSION:
In May, GCMPC staff applied to the Charles Stewart Mott Foundation for a non-motorized trails grant to support implementation of the priorities identified in the approved Strategic Trails Plan. GCMPC is proposing to design and begin construction on approximately 14 miles of trailway within the greater region including Genesee County, Lapeer County, and Oakland County.

In addition to trail design and construction, GCMPC plans to engage a consultant or firm to develop a branding strategy for the Legacy Trail network. This effort responds to requests from Genesee County residents, municipalities, and partner agencies identified during the Trail Symposium to establish a cohesive identity for the countywide trail system.

Staff were notified by the Mott Foundation in late June that GCMPC was awarded $3,500,000 towards this effort.
