BOARD ACTION REQUESTED:
Genesee County Parks and Recreation staff requests approval to award ITB #26-511 – Steam Locomotive 464 Boiler Repair to Purvis & Foster Inc., for a total amount not to exceed $146,327.00.
BACKGROUND:
ITB #26-511 was advertised by the Genesee County Purchasing Department. Two bids were received. The bids were reviewed and evaluated by the Director, Director of Railroad Operations, and Chief of Locomotive Operations.

The Charles Stewart Mott Foundation awarded a grant to Parks to fund the restoration of Locomotive 464. This project ensures the long-term sustainability of a unique regional attraction that supports tourism, economic activity, educational programming, and quality-of-life opportunities for residents and visitors of Genesee County.
DISCUSSION:
Purvis & Foster Inc. will furnish all labor, equipment, materials, and services necessary to complete boiler repair for Steam Locomotive 464, for a total contract amount not to exceed $146,327.00. All work must be complete by November 24, 2027.

Parks has worked with Purvis & Foster Inc. on multiple projects, and they have been reliable, professional, and experienced with our historic equipment. They were the lowest bid.

Expense to be paid from account 2087-770.41-978.000.
