BOARD ACTION REQUESTED:
Requesting approval to create, post, and fill a Payroll Analyst position and to eliminate a Payroll Coordinator position
BACKGROUND:
Prior to our conversions away from the internally built mainframe for payroll, the payroll coordinator was not involved in configuring, programming and testing the rules by bargaining unit. After the transition to Paylocity for payroll, the payroll coordinator has taken over these functions in that system as well as the UKG (Kronos) platform.
DISCUSSION:
These additional responsibilities require a skillset that is above the normal payroll processing function. As a result of this, I'm asking that we upgrade the position to encompass a slight increase in pay to align with the additional skill and responsibility that is involved.
IMPACT ON HUMAN RESOURCES:
HR will be posting and filling the position.
IMPACT ON BUDGET:
At the top of the pay scale, there is a difference in cost of $10,013 for salaries and related fringes. For the remainder of this fiscal year, the increase would be approximately $5,000.00, which we have available in the budget due to a vacancy. These costs are allocated through the cost allocation plan.
IMPACT ON FACILITIES:
No impact.
IMPACT ON TECHNOLOGY:
No impact.
CONFORMITY TO COUNTY PRIORITIES:
The request contributes to our Long-Term Financial Stability by ensuring that our payroll is processed in accordance with payroll tax laws and union agreements.
