BOARD ACTION REQUESTED:
Create, establish, post and fill the position of Operations and Public Engagement Manager Circuit Court- Legal Records Division.
BACKGROUND:
The Circuit Court Clerk- Legal Records Division is required to maintain both open and closed court records consistent with the requirements of the Michigan Supreme Court, provide courtroom clerks when required and to engage with attorneys and members of the public at public points of filing.
The Legal Records Division is a dynamic workforce of skilled employees who are transitioning from hard copy filing standards to e-filing protocols. The manager position will work with other court staff in a multi-disciplinary team.
DISCUSSION:
The Circuit Court Legal Records Division is the custodian of court records related to civil, criminal and domestic case filings. The division has 17 employees, serving in multiple roles required for court operations. Scheduling, courtroom clerk requirements and public engagement are key components for operations. The Legal Resource Center will work closely with the Legal Records Division particularly in the area of self-represented litigants in court filings.
IMPACT ON HUMAN RESOURCES:
This position is a union position, AFSCME 916. It will add one position to the Circuit Court Legal Records Division. Human Resources will post and fill the created and established position of Operations and Public Engagement Manager.
IMPACT ON BUDGET:
The case management software used by the Circuit Court is a product of the Judicial Information Systems (JIS) Division of the Michigan Supreme Court. Effective FY2324 user fees were eliminated. The manager position can be funded with the FY2324 user fees that were budgete...
