BOARD ACTION REQUESTED:
Create a new MERS division for District Court Judges and Secretary/Recorders.
BACKGROUND:
MERS manages the retiree healthcare savings accounts for employees hired on or after 3/23/11. The accounts received contributions by Genesee County. All divisions have a vesting period of 15 years. If an employee separates from Genesee County before completing 15 years of service, the contributions are forfeited and recouped by the county for future contributions to active MERS accounts.
DISCUSSION:
When the City of Flint District Court merged with Genesee County District Court in 2015, a MERS account for the Judges and Secretary/Recorders were established in the non-union division group. However, the vesting period is problematic due to the age term limits. To address this, the new division would have a vesting period of ten (10) years, for the next five (5) years, thereafter returning to the non-union division with vesting of 15 years.
