BOARD ACTION REQUESTED:
Approval to increase Deputy Chief Financial Officer Russel Van Sipe’s salary by 10% for performing the additional duties of the vacant Chief Financial Officer position.

BACKGROUND:
Genesee County’s CFO resigned her position effective 9/11/2026.

DISCUSSION:
Historically, when a person assumes as interim director role, the Board has adjusted their compensation while they perform those duties. Generally, that adjustment has been an increase of 10%. Once a new director is hired, the interim’s pay is restored.

IMPACT ON HUMAN RESOURCES:
There are no impacts for HR.

IMPACT ON BUDGET:
This amount is easily absorbed in the budget due to cost savings from the vacant CFO position.

IMPACT ON FACILITIES:
No impact on facilities.

IMPACT ON TECHNOLOGY:
No impact on technology.

CONFORMITY TO COUNTY PRIORITIES:

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN

LADIES AND GENTLEMEN:

BE IT RESOLVED, that this Board of County Commissioners of Genesee County, Michigan, authorizes increasing Deputy Chief Financial Officer Russel Van Sipe’s salary by 10%, retroactive to September 14, 2026, for performing the additional duties of the vacant Chief Financial Officer position.

                     BE IT FURTHER RESOLVED, that Mr. Van Sipe’s salary shall revert back to its original amount commencing on the first day of work performed by the new Chief Financial Officer.
