RE: Approval of FY 2026-27 Child Care Fund Annual Plan & Budget

recommendation
BOARD ACTION REQUESTED:
The 7th Judicial Circuit Court is respectfully requesting approval of the FY 2026-27 Child Care Fund Annual Plan & Budget. This is a tentative plan for $8,839,156.83.
BACKGROUND:
The Child Care Fund (CCF) is a shared funding mechanism between the State of Michigan and local courts/counties for juvenile justice and child welfare services. The CCF is the primary fund source for serving court-involved youth, and the State of Michigan supports the county's Child Care Fund Plan with a 75% reimbursement on eligible direct costs. To be eligible to receive CCF reimbursement, each county circuit court must submit an annual plan and budget to the State. Submission the plan is mandatory under Public Act 87 (1978), and the budgets are reviewed and approved by the State Child Care Fund Monitoring Unit.
DISCUSSION:
Child Care Fund reimbursement assists with costs for community-based services and out-of-home placements including the Juvenile Justice Center, and private child caring institutions. Community-based programming permits a large degree of local initiative and control, as services are based on the needs of the youth and the community. Community-based programs provide youth and their families with the benefit of treatment in their local community, while allowing the county to reduce the need for expensive out-of-home placements.
