BOARD ACTION REQUESTED:
The Genesee County Community Action Resource Department (GCCARD) requests authorization from this committee to submit a Head Start and GCCARD Nutrition Services food proposal and potential agreement to the Michigan Department of Education (MDE) Child and Adult Care Food Program (CACFP) for $1,124,211.01 with a recommendation of approval by the full Genesee County Board of Commissioners at their next regularly scheduled meeting.
BACKGROUND:
GCCARD is seeking to establish a partnership between the Michigan Department of Education Child and Adult Care Food Program and GCCARD's Head Start and Nutrition Services programs to provide nutritional services for Genesee County children participating in Head Start, Early Head Start and after-school youth risk reduction programming. Since this program is expenditure driven, GCCARD will be reimbursed for actual expenses incurred after a reimbursement request is submitted to the MDE. Reimbursement and budgetary authorization to fund this expenditure-driven grant is to be used for the 2026-2027 school year.
DISCUSSION:
The Head Start program serves breakfast, lunch and a snack daily to children enrolled in Head Start preschool and Early Head Start. The total budget is estimated to be $1,113,499.60. The Child and Adult Care Food Program would reimburse $2.54 per breakfast, $5.08 per lunch and $1.30 per snack. The amount is an estimated figure based on 102,080 breakfasts, lunches and snacks to be served for the 2026-2027 school year. GCCARD Nutrition Services serves breakfast, lunch and snacks for at-risk youth attending after-school programming for a total cost of $10,711.41.
