BOARD ACTION REQUESTED:
The Genesee County Community Action Resource Department (GCCARD) requests authorization from this committee to accept and expend funds for the Community Services Block Grant (CSBG) 1 - 2026 from the Michigan Department of Health and Human Services (MDHHS) in an amount not to exceed $1,264,077.00, with a recommendation of approval by the full Genesee County Board of Commissioners at their next regularly scheduled meeting.
BACKGROUND:
Funds awarded by MDHHS for CSBG 1 - 2026 in an amount not to exceed $1,264,077.00 will commence on October 1, 2025, and continue through September 30, 2026, and offer supplemental funding to GCCARD's various programs.
DISCUSSION:
These funds give GCCARD an opportunity to work through a network of Community Action Agencies for the reduction of poverty, the revitalization of low-income communities, and the empowerment of low-income families and individuals in rural and urban areas to become fully self-sufficient. CSBG 1 - 2026 funds are to be utilized for both administration and direct program.
IMPACT ON HUMAN RESOURCES:
A portion of funds will be allocated to the re-hiring of previously laid-off staff.
IMPACT ON BUDGET:
A budget will be uploaded in a separate request.
IMPACT ON FACILITIES:
There will be no impact on facilities.
IMPACT ON TECHNOLOGY:
There will be no impact on technology.
CONFORMITY TO COUNTY PRIORITIES:
This memorandum conforms to Genesee County's priority of Healthy, Livable and Safe Communities and Community Growth as this funding will allow us to continue to supplement other grant awards through enhancement and expansion.
