BOARD ACTION REQUESTED:
Authorize the Genesee County Sheriff to enter a three-year contract (July 1, 2026 - June 30, 2029) with Canteen Services, Inc. for the provision of inmate food, commissary, and kiosk services at the Genesee County Jail.
BACKGROUND:
Following a competitive bidding process (RFP #26-468), Canteen Services, Inc., was selected to manage comprehensive meal services and commissary operations. The contract includes on-site kitchen management, meal planning that meets MDOC and NCCHC standards, and the implementation of Tigg's PREP vocational program for inmate training.
DISCUSSION:
Canteen Services, Inc. is a Michigan-based company with extensive experience in correctional environments. Their proposal includes modernized kiosk technology for inmate banking and communication, which streamlines administrative tasks for jail staff
IMPACT ON HUMAN RESOURCES:
No additional County personnel are required. Canteen Services, Inc. provides its own management and supervisory staff
IMPACT ON BUDGET:
The contract utilizes a sliding-scale meal price (ranging from $1.89 to $2.36 per meal) based on the daily inmate population. This is funded through the Sheriff's Office operational budget. Additionally, the County will receive a 36% commission on all net commissary sales, which will be deposited into the Inmate Benefit Fund.

A budget amendment is attached for the estimated increase in costs for the remainder of FYE 2026 of $79,916.
