BOARD ACTION REQUESTED:
67th District Court respectfully requests the approval of a contract between Genesee County and Flint Odyssey House Inc. The contract would commence October 1, 2025, through September 30, 2026. The total amount of the contract will not exceed $226,283. The contract approval request was not submitted for approval prior to the commencement date of October 1, 2025, due to the delay in grant award notifications from the State of Michigan as well as allowing time for the completion of an RFP for services.
BACKGROUND:
Flint Odyssey House (FOH) is the current vendor providing substance abuse treatment services for Genesee County Sobriety Court. In FY2021 a contract was secured with FOH that allowed for 4 one-year contract extensions. Those extensions were exhausted with the FY2025 contract. Therefore, the Purchasing Department's policy regarding posting an RFP, #25-460, was followed. Flint Odyssey House submitted a bid proposal. No other proposals were received. The bid was evaluated, and FOH was awarded the contract.
DISCUSSION:
Flint Odyssey House provides substance abuse treatment services for Genesee County Sobriety Court (GCSC). Services covered under the contract include care coordination in pre-court review meetings, entry of clinical documentation into the Drug Court Case Management System, counseling services including 2 clinicians dedicated to providing treatment to GCSC participants, as well as 2 recovery coaches to give peer support to participants.
