BOARD ACTION REQUESTED:
Approval to purchase fifty (50) 4Sight Labs OverWatch(r) biometric monitoring devices and associated platform infrastructure in an amount not to exceed $158,308.22 for the first year and a cost of $107,625.00 for each subsequent year on the effective date anniversary of the contract.
BACKGROUND:
The Genesee County Jail continues to experience significant medical-related incidents due to an incarcerated population frequently at elevated risk for acute medical crises, including substance withdrawal and undetected medical conditions. The rapid operational tempo of the correctional environment increases the need for real-time physiological monitoring tools that can notify staff before a medical event becomes critical. 4Sight Labs is an authorized participant in the OMNIA Partners cooperative purchasing program, ensuring competitively bid government pricing compliant with procurement requirements.
DISCUSSION:
The OverWatch(r) system provides continuous biometric monitoring of vital signs such as heart rate, blood oxygen levels (SpO2), skin temperature, and motion. The system automatically escalates alerts to corrections and medical personnel when distress patterns are detected.

Total cost not to exceed 158,308.22 for the first year and a cost of $107,625.00 for each subsequent year of the contract. Funding for this project is requested from the Opioid Settlement dollars.
