RE: Environmental Testing and Consulting, Inc. Contract Extension

BOARD ACTION REQUESTED:
Approval to authorize a third one-year contract extension with Environmental Testing and Consulting, Inc.
BACKGROUND:
During 2020, a Request for Proposals for lead inspections and risk assessments, lead clearances and asbestos inspections was released through the Genesee County Purchasing Department under RFP #20-224. Environmental Testing and Consulting (ETC) received the highest score and a one-year contract between Genesee County and ETC was approved by the Board of Commissioners (resolution #2020-706). The contract allows for three additional one-year terms. The second one-year contract extension was approved by the Board of Commissioners (resolution #2022-689) and expires on October 20, 2023.
DISCUSSION:
Lead inspections and clearances are completed on each homeowner property (built prior to 1978) under the Home Improvement Program, as well as any property we acquire under the Neighborhood Stabilization Program (NSP), and Neighborhood Purchase/Rehab/Resale Program (NPRR). Since the first extension was signed, ETC has raised their rates citing significant increases in costs including technical field labor, administrative labor, fuel, equipment, and consumables. The two services utilized by GCMPC, Lead Combo (Lead Inspection and Risk Assessment) and Lead Clearance, have gone up by $70.00 and $25.00 respectively. There are sufficient funds in the proposed GCMPC FY 2024 budget to cover these increased fees. Inspections will be billed to the following account numbers:
