title
RE: Elimination of one (1) Health Educator Coordinator position and create, post and fill one (1) Public Health Nurse Coordinator position

recommendation
BOARD ACTION REQUESTED:
Approval to eliminate Health Educator Coordinator position and approval to create, post, and fill Public Health Nurse Coordinator position to the HIV program (606.02)
BACKGROUND:
The HIV program previously had a Health Education Coordinator and that position was vacated in May 2023.
DISCUSSION:
An estimated 14.1% of persons with HIV are unaware of their status (undiagnosed). That is 2,854 people according to MDHHS HIV Care continuum 2022. Genesee County ranked eleventh in Michigan for HIV. Promoting HIV awareness and testing though outreach to high-risk individuals as well as partner services provides a safer environment for all members of the community. Getting into care is the first step toward achieving viral suppression. Low or stagnating care rates have a cascading effect. Persons not in care cannot achieve viral suppression. This lowers community viral suppression levels, which increases community transmission risk. In order to reduce HIV transmission at a population level, more people with HIV in the state need to be in care.
IMPACT ON HUMAN RESOURCES:
Human resources will be needed throughout the entirety of the process to post and fill this position.
IMPACT ON BUDGET:
Positions are budgeted for in current 2024 FY, subject to budget amendment. Account 2210-606.02.
IMPACT ON FACILITIES:
None.
IMPACT ON TECHNOLOGY:
Position would require IT for any onboarding for new employees.
IMPACT ON INDIRECT COSTS:
None.
CONFORMITY TO COUNTY PRIORITIES:
Conforms to Healthy, Livable & Safe Communities. Promote public health to create safer and healthier residents and promote safe communities.
